Error : Simulator failed to initialize before timeout [Selfwritten]

I am writing this post to help out my friends out there, who face this error while launching the Vx works, Tornado simulator on windows XP, SP2. My considerable time & labor was consumed to find out the remedy, thus a person with same issue can be saved off this trouble!

I believe this error in vxsim launch is definetely related to the 'certain' windows updates that alter the windows kernel as such that vxsim can not launch. You will not face this issue ever if you do not use windows update! Though if you do, then it is difficult to determine which update exactly is causing the issue, & thus remove the same. For that I found this hot-fix that needs to be installed, & then you can perform whatever updates you want! :-) What does this update do?? For that this explanation of microsoft might be helpful-

"Install this update to resolve an issue in which after you apply security update KB917422 (MS06-051), programs unexpectedly stop during initialization without providing any error messages. After you install this item, you may have to restart your computer."
